Phenomenon known as "The Buzzer." Be sure to listen to the audio sample included in the Wiki entry to get the full creepy effect. UVB-76
From Wikipedia:
"UVB-76 (sometimes referred to as UZB-76, but recently MDZhB) is the call sign of a shortwave radio station that usually broadcasts on the frequency 4625 kHz (AM suppressed lower sideband). It is known among radio listeners by the nickname The Buzzer. It features a short, monotonousbuzz tone , repeating at a rate of approximately 25 tones per minute, for 24 hours per day. The station has been observed since around 1982. On rare occasions, the buzzer signal is interrupted and a voice transmission in Russian takes place. Despite much speculation, the actual purpose of this station remains unknown to the public."
Occasionally a voice will interrupt the buzzing to read encoded messages as seen here. Sometimes it makes other horrible noises too.
This is most definitely Russian military, but for what? Does it have ties to their nuclear system? Nobody knows 100%, it seems, but that would be my logical guess. Either way, I can offer no explanation, and at this point I'll be quite paranoid if the station ever goes completely off air.

That was creepy...
that was ... weird
Where have I seen this before?? :)
that is really creepy
Huh, the ticking/buzzer seems similar to what the Duga-3 did. That was a radio in Russia made to send beyond the curvature of the earth, and it caused interference even in the US.
It's Russian alright.
russian military?
Pretty weird radio sounds. +Follow
wait....thats extremely creepy...aliens?!?! D:
I've heard about this before. It always amazes me just how many strange things exist that no one even know about.

I don't mind you using it (it's mostly just a link to a wiki page), but can you at least put a link to my blog in the post? Thanks man

Very weird stuff, following for more.
Those weird stations like that, and the number stations, are pretty creepy. I heard theyre for spies.
As you wish, friend.
i've read about that kind of radio stations long ago. but that you hear russian language don't really mean that is russian. it can be made just for putting russian spies in information chaos.
Its russian. Believed to be located near Povarovo.

Spooky stuff! Really interesting reading (and hearing) though.
I remember I read about this quite a long time ago. There's quite a few interesting theories floating around to what this actually is...
hm that's odd
Oh man! I read about this on cracked.com on like "The top 5 creepiest broadcasts" or something like that and it legitimately creeped me out. Especially when they mentioned that it's not a recording, it's a LIVE broadcast. That's so eerie!
